This is a WWII German NSDAP ceremonial banner sash (also referred to as a double-ended Party banner strip).
Unlike a standard armband, this long red cloth piece with roundels at both ends was typically used as a decorative or ceremonial banner element—often draped over standards, podiums, vehicles, or display areas for Party functions rather than worn on the arm.
